As of a post in Oct/Nov 2003 - it was clear that only premium advertisers could upload/download ads in spreadsheet format.
I assume that has not yet changed? I can understand them wanting not to give it away to everyone - but this is something that I could use and it would seriously help me move towards spending several thousand per month with Google.
I would be willing to even pay for this feature. I'm not afraid of spending money to try to make more. AWA - can you offer any thoughts?

DingoNY, I think my best advice would be to write to AdWords support from within your account (or within the oldest/biggest one if you have several) and detail what it is that you'd like to have done, how frequently you'd anticipate the need and so forth.
I say this because the process you're describing is not entirely automated, and requires a fair amount of 'human in front of the computer' time. For this reason, it is not yet available in every case.
This is recognized as an important service to advertisers, BTW, and as you can imagine we'd like to make it more available over time.
I'll certainly pass your feedback along, and mention that you'd consider this a fair value, even as a for-pay service.

However, I do know that the reason that they do not roll it out as a built-in feature (like the Overture bulk upload feature included in Gold-and-above accounts) is that it is unfortunately a relatively complicated spreadsheet form.
Because G's system is not listing/keyword based but AdGroup based (so no one-row-per-keyword simplicity), it is a pretty tricky database to create or edit. I think that G has difficulty as it is with formatting and other issues regarding these bulk uploads. Also, they are manually uploaded by the AdWords folks, so for ads to start showing right away using the standard interface is the best.
