A merchant X which is selling the red widgets has 6 ads with its domain name showing on Google search when someone searches "red widgets". If the rumor becomes a reality, only one ad will be shown. All other ads, which have the lower ad position, will put "on hold". Since it will be costly to compete to the single slot, some of these affiliates will turn to the content sites.
Google in other hand limits a single ad per content page (not site) so that there will be no duplication of merchant shown on any given content page. This doesn’t mean it will limit it selves a single ad. It can show as many as affiliates' ads it wants to various content sites as long as it doesn't show them on the same page.

This will help Adsense in another way. Since it will drive up the bid price, the Adsense sites will make more money, thus making it a more financially enticing opportunity.
So many of the affiliates being put on hold can't convert into a content site becuase they aren't great at driving organic traffic.
What I mean is that the "on hold" affiliates can select the content option if they haven't done so. The CPC in the content sites in some of industries are under-ultilized. You can get 10 cents in the content whereas CPC can be $1 on the same term in the search as mentioned in this thread.
