Account slowing and getting charged

Hi,

Here is an a piece of an email I was sent <paraphrased>:

"If your account is slowed 3 times in a row, Google will charge you $10 fee every 3rd time to restore full delivery."

what does 3 times in a row mean exactly? I deleted the keywords in trial. If it so happens that my account is slowed again (for other keywords), is that strike 2?

This is unsettling, please let me know,

you have nothing to worry
whenever your account will be solwed by the system u wll be sent email like this by adwords and you will have to click

RESTORE MY Account link

this accounts for 1 time
and every time your accounts gets slowed and you get email like this u will have to do this

Ths tree times this would cost u $5 ,(i got email for $5)

But any way,u shd try to improve CTr this will help u to avoid this
i am too trying to avoid this email i am too new to adwords
