Discrepancies on CPC and Position

I've noticed a wide discrepancy with respect to what the Adwords forecasts vs what I'm actually recieving. Is this normal or am I doing something wrong.

Here is what I am noticing:

[MyCity Real Esate] forcasts for $1.50 tell me I should be in an average position of 2, but my actuals put it down for an average of 8.

Now I can understand a discrepancy of a couple of spots, but that far off.

Please note: This is a new campaign so there have been no clicks yet. Do I need to up my CPC until I start getting a higher CTR? Or should I just wait it out?

Yup, that's pretty much it.

You could also just wait and make sure you have some killer copy for your creative, but upping the CPC could increase your CTR (and you could be able to lower it at a later date as well).
