I have an ad running right now such as "ice widgets" in brackets. I would like to create another ad using the keywords "blue ice widgets", also in brackets, with a different landing page. Since they both contain some of the same keywords, will that be ok, or will they rotate the ads?

If you mean square brackets eg. [widgets], then that is an exact match. Meaning that you really NEED both those entries.

Having [ice widgets] will not match for [blue ice widgets].

So to answer your question: it will be ok, and is actually better for you! ;-)
