You might want to look at your CPC which is the maximum amount of money per click you want to spend. Your daily budget doesn't effect the showing of your ads unless your close to your limit such as I have a daily limit of $500 USD and I'm at $475 USD its safe to assume that Adwords might limit some of the traffic but usually these limits don't even get placed till after you've hit your complete daily budget, which is why they say you'll never go 15% over your daily budget for a month.
The best way to see your ads would be to increase the CPC now remember even if you put a maximum CPC of $50 you wouldn't necessary pay $50 for every click, Adwords still check to see other advertisers bids and give a fair cost value on the traffic that it sends your site.
Increase the CPC to a the maximum point you can afford to spend, for example I would love to be able to be #1 for life insurance quote for 0.05 but I know that’s not realistic and know that I can still make a profit if I pay even $2.00 CPC. so I know I can put a maximum of $2.00 which gives me a good ranking and at the same time gives me the needed traffic where as if I bid only 0.05 I wouldn't even be on the list as there are enough advertisers willing to pay a fair price for that position.

Googlor, I'd have to disagree on this point. The system is designed to start and stop the delivery of ads over the 24 hour day, based on a constant recalculation of a large number of factors. How close one is to the actual daily budget, is not really the most important factor. So it's very possible for an ad to not be showing 24/7, even if the daily budget is not near the cap for the day.

I can't really agree with this either. Actually, if an ad is not showing all the time, due to a daily budget issue, then increasing the Max CPC will actually make it show less often. This is because a click could easily cost more, and one will therefore get fewer clicks within a given budget.
In brief, Daily Budget directly effects how often an ad shows, while Max CPC directly effects in which position the ad shows.
