broad matching, not that broad?

Hi,

I am playing around with broad matches and phrases, but the following strikes me as strange:

One of my keyword sets is: automotive China, I have set it on broad match.

When I search for automotive China or China automotive, our site showes up. But when I search for automotive China september, our add doesn't show up.

Isn't broad match supposed to show our add as both automotive and China are in the search?
