Automating AdGroup Creation

I have a site with 8 main areas. Each area has roughly 10-15 different sub-areas.
I would like to create an adgroup for each sub-area. This would total around 130 adgroups.

Is there a way to create many adgroups at once using a tool or spreadsheet upload?
Im hoping to have many thousands of keywords per group, hence the organization of these groups.

Any advice on this is much appreciated.

If you have an adwords rep, you can ask for the bulk upload spreadsheet.

It'll make it a lot easier to upload thousands of keywords and ads at once.
