Google says my average position is #22 for one of my keywords in Adwords. However when I search for that keyword there is only one result. Do you think this might be due to the fact I am in New Zealand?

Yes.
Use Anonymizer or [google.us...] to check the US AdWords results. You will find your ad along with that of your competitors.
