Creating campaigns for other countries

Hello all, I'm a newbie to adwords, so I hope you can help. I'm experimenting a bit with some campaigns; i'm working from a European country. How can I make campaigns that serve the US only, for example? I know that Google looks at your ip number, but how can I use Google as if I where in the US, or the UK?
