Google ad words as search engine backfill

Is there a way to display Google adwords at a site in the form of search results. Perhaps as backfill after the normal paying advertisers. And do they pay for this? I have seen no formal program, yet I see sites out there that are displaying the adwords copy in search engine style listings.

Adwords is a PPC program, so it wouldn't be the "backfill" several search engines like AltaVista, Lycos, and Overture use backfill from databases like Google but they don't get backfill from PPC listings.

The only thing that you might see one day is both Adwords and say Overture ads being shown in the same results. This would mean the need for backfill would be gone as the PPC listings would make up enough on their own.

But sadly don't expect to get any free clicks when using a PPC program.
