Why Changed to Slowed So Fast?

I just posted new keywords and they change to slowed with in 2 days. Some have not any impressions. Why do they do this so fast and before you get impressions to really tell the CTR?

It seems unless you set bids super high and high daily campaigns this keeps happening.

And yes I have keywords that relate to me add.
