Phrase match not working

Sorry, should be Adwords forum!

I have a phrase "keyword1 keyword2 keyword3" and that shows up when keyword1 keyword2 keyword3 is typed into Google.

However, when someone types in keywordX keyword1 keyword2 keyword3 it doesn't show. As I understood it, because it is phrase match due to the quotes, it should show.

Why isn't it showing?

I am relatively new to adwords, and I've just noticed the same thing with phrase match right now. Some phrase matches (but not all) are only showing for the exact search. I have around 6000 impressions for the phrase match, and it is showing as "strong".

Anyone have any recommendations or additional information how to get the phrase to show as a phrase match, as it would obviously give me much larger exposure. Should I create a new ad group that would get a higher CTR with the phrase to see if it works? Does the bid amount have any effect on this, or just CTR?
