Stange results - Premium positions!

How is it possible?

Can anyone explain this to me!
I have to different companies. One adword account/company and the same keywords.
How is it possible that account #2 is positioned on 1st place and account #1 is positioned on 2nd place with these statistics (last 2 months and only one specific kw):

Company #1
Curren max bid $8.00
Clicks: 42
Impr: 408
CTR: 10,2%
Position: 2

Company #2
Curren max bid $1.50
Clicks: 10
Impr: 219
CTR: 4,5%
Position: 1

Well I would usually say that this occurs when a CTR is better on one campaign from the next but that is not the case here.

I suppose you may take some other things into account such as the campaign the ad is grouped with. Are there other keywords?

Are the ads similar? based on Company 1 and 2, it is obvious that Company 2 may get position #1 at times but it receives less than half the impressions. This means that Campaign 1 is showing many more other times to others.

The other factor can be, how much are the daily budget's set to? One that spends more can sometimes tend to show irregularities as this campaign has.

Then lastly is, your browser and geo-targetting. I've had ads that hardly show on my end, and if I have others check in other parts of the US and the world, they are showing.

Then the bottom line comes into play....which company is coverting better overall? Even the difference in an ad and the style it is written can sometimes cause changes to its views.
Hope you can pinpoin something out of that.

If all other factors were equal (daily limits, geo targeting, keyword matching etc...) I'd have to guess at CTR history. i.e. Company #2 has had a longer history with a better CTR than company #1. Or, if you just set up the campaign for company #1, and it hasn't reached 1000 impressions yet which is where it's own CTR comes into play, then that could be the reason. However, I'm probably wrong, hopefully a moderator or AWA can shed some light on it.
