When you set up conversion tracking it is suggested that you give it one hour before looking for recorded data.

Good question. And since I not hugely technical, this is my best guess:
Every single advertiser has campaigns, Ad Groups and keywords, and the associated stats - usually lots and lots of them.
On the other hand, not every advertiser uses Conversion Tracking. Thus, a whole lot less data.
