I would like to set up two ad groups.

Group 1 where my keywords are only shown next to the Google SERPS. These will have high Max CPC.

Group 2 where my keywords are only shown on the adsense listings and elsewhere, but not next to the SERPS. These will have a much lower Max CPC.

Is it possible to do this?

No.

You can achieve option 1 by opting out of the content and network syndication.

However, it is currently not possible to opt out of Google search. With two copies of the same kw in your account, Google will optimize by showing the KW from the campaign from the best CTR/CPC ratio - which will likely be from the CPC campaign.

You have to set it up as two different campaigns.

Campaign 1 Settings: No content match, higher max CPC.

Campaign 2 Settings: Lower max CPC, Content match on.

When a search is done on Google, campaign 1 will show because it has the highest max cpc (and since neither groups have CTR yet, they are equal, so the campaign 1 will win the bid rank battle).

When content match is served, campaign 1 isn't opted into it, so campaign 2 will be shown with a lower max cpc.

Yes, thanks for that. It was new information to me that they take show the more profitable ads, even if logical.
