Impressions giving the true value of searches?

Hello everyone,

I'm doing a little analysis for a campaign with very small bids (£0.04). The campaign has been going for 4 months and some data is like this:

'blue widget'
Impressions: 6906
Clicks: 114
CTR: 1.65%
Av. Position: 8.1

'blue widgets'
Impressions: 400
Clicks: 8
CTR: 2%
Av. Position: 23.9

Now, in my case I would expect the plural to be searched for much more frequently than the singular. So, I am right in assuming that:

The impression count only records data when your actual ad is shown, not the total volume of searches? i.e. 'blue widget' may have been searched for 10,000 times, but seeing as my ad was on the bottom of page 3 only 400 of those people bothered going as low as the third page?
