I paid the activation fee $5.00 last week, and I have two campaigns, they are all active. The keyword status are all Moderate.
But after a whole week, the impression is still zero.
I have set Max CPC to $10.00 per day. What did I do wrong?
You've checked on Google directly to see your own ads?
Your country settings are correct?
Everything says that your campaign should be running but it's not - and you've double-checked this? Then the best thing to do is email adwords support.

That said, my guess is that your Maximum CPC may be higher than your Daily Budget.
I say this based on something in your post:

Your Max CPC is not set as a daily amount, but your Daily Budget is. So I think you may have confused Max CPC and Daily Budget.
* Daily budget is set at the campaign level of your account, and controls how often your ad appears.
* Maximum CPC is set at the Ad Group level and controls the position of your ad on the page.
* Please note that the daily budget must be higher than your Max CPC in order for your ads to run.

All my settings are correct.
One campaign's daily budget is lower than recommendation, another is set "OK".
I set max CPC $10.00 for one campaign. When I estimate the traffic, it shows I can get 1348 click per day.
The problem is even I search the keyword, I can't see my ad shown in Google. I think I really need to ask Google.
