Order of keywords

Does the order make a difference?

Do I have to put both combinations it. It looks like I have to.

I don't think you need to. They're the same.

Yes, if you are using quotes, this is Phrase Match, and order is significant. Alternatively omit the quotes ( Broad Match ), although this has other consequences ( plurals and relevant variations ).
