How to get decent traffic volume from google?

I've started using adwords prmoting a few offers a couple of months ago and I'll tell you adwords just doesnt make sense to me. Here's a few things I've scratched my head about.

1. I'm not sure of what the minimum CTR is at all times but I have had keywords clicked steadily averaging over 1% which have soon been labelled "at risk" and then cancelled.(!) When emailing Google about this I got the answer that the shown CTR is the one for the entire network and that they for some reason only count the ads perfomance on the clicks recieved from google themselves.. Still, an average over over 1% would mean that the performance on their partner sites for some reason would have to be quite excellent to make up for the cancellation by google..

2. When I make a new campaign I usually get lots of traffic and impressions (usually with CTRs averaging a bit over 0.5%) but then the traffic always declines to end up at practically zero within a few weeks.. This is despite that almost every keyword are still shown as "moderate" or "strong"..

3. Lately also my new ads have been getting pretty much zero impressions to start with. Thats regardless that hey have used some of the same pretty general keywords as I have used before with the same regional target and with even much higher allowed CPC.. And this is despite that these fairly general search terms according to Adwords are shown 100% at the time and showing "moderate" or "strong" CTR.

would much appreciate some clues on these behaviours mentioned above..

FYI - 'KeyWord status refers to your CTR on G'. CTR referrres to CTR on partner sites and G. The CTR that matters for your ad not to be disabled is what you can earn on G only.
