broad match is ahead of exact match?

I'm an adwords newbie and I think I'm lost.

I bid keyword "blue widgets" which I believe no other advertisers bid on it since most advertiser bid on "widgets" only.

When I search "blue widgets", my ad is at the bottom although mine is the only exact match for that search term and all others are just broad matches.

Does it mean I have to raise my bid to move ahead?

But from user point of view, the exact match should always be the priorities regardless of the bid price.

Yes. (probably) Or increase your budget and improve your CTR.

But from user point of view, the exact match should always be the priorities regardless of the bid price.

Nah, it doesn't work that way.
