ISP (mPowercom.net) worked on it today and changed some port setting on the router, but still can't get in.
Using Win XP Pro, IE6 with 128bit cipher. Also tried Mozilla Firefox 0.9 but same results. I've tried disabling Norton AV and Internet Security. I've got IE6 set for SSL2 and SSL3. I've also got adwords.google.com listed in trusted sites.
On one of our machines here the "Advertising Programs" link at google.com doesn't even show up on Google's home page. But on that machine, we can enter "adwords.google.com" into the browser and get to the site.
On another machine, "Advertising Programs" link shows up but when you click on it there is a "site not found or DNS error" that comes up.
Any help would be greatly appreciated!

I hope others on the forum can offer additional advice. But one thing in your post caught my eye:

This leads me to believe that you may have some sort of Internet Security application running. Since you are having related issues from several machines at work, it sounds like something that may be installed at the network level, but with the possibility of different rev levels between machines? I'm just guessing here, but it may be worth exploring.
I've heard of the "Advertising Programs" link being missing in the past - and in turned out to be Internet Security software installed on the machine.
Hope this at least gives you a direction in which to head...

When it wasn't working, the page would start to load, and slowly progress for a while, then just stop - no messages. The connection stayed alive, bu the page just never completed.
It's fine for me again now. I did nothing to fix the problem, so can't recommend a solution.
