Premium Clients Uploading via Account Mgr

Google invites premium clients to send a spreadsheet through with all relevant ad data on it. One of our natural search UK clients did this (independently of us) using broadmatch.

They customised every ad headline based on the location of their product.
Eg: "Buy Red Widget New York", "Buy Red Widget Boston", etc

However, the adgroup also has a default ad with headline: "Buy Widgets"

Q - Bearing in mind that ads are shown based on cost & CTR, what defines which ad appears?

Is it the ad sent on the spreadsheet to Google & posted by them,
OR, is it the Default ad?

Having done a few tests, we're not sure. It seems to be a mixture which should not be the case. ie only ads uploaded by Google on the spreadsheet should be appearing - not the default ad - Assume same CPC.

CTR should not be relevant here as we don't (typically) want the default ad to show.

We dropped the default ad temporarily, and only the ads uploaded via spreadsheet were shown but when the default ad was enabled again, it started showing up again.

We think this is a bug but are happy to be proved wrong!
Anyone care to comment?

2 things to check:

Is "automatically optimise my ads" checked? If so, uncheck it.

Are your keywords >25 characters? Your default title will be displayed for these.
