Ads Jumping Around?

I regrards to AdWords being very glitchy/inconsistent as of late:

Has anyone else noticed ads' positions jumping all around the page, appearing in the old CPM spots then no ads at all in the old CPM spot, appearing in first then appearing 8th, or appearing first then not appearing at all, etc. when hitting the refresh button?

I wonder if Google is doing testing or if this is just a technical glitch associated with all their recent product lauches.

My account manager claims that Google is allowed a "normal fluctuation" gap between 20-30%. This was certainly news to us as, a. our ads used to get served all of the time, and b. What kind of normal fluctuation is that?

This is not the first time we've seen our ads jump around wildly, I'm wondering if others have noticed as well.

I have not noticed this to the extent you mention, but this could be explained by other issues.

One explaination might be your daily budget. This amount determines what you want to pay per month, thus your ads may lower/raise in position in accordance with how on-track you are with your daily budget.

An increase/decrease in competitors and/or competitor budgets could cause what you're experiencing. It depends on a lot of things.....

Google has to test ads in different positions in order to run their ppc the way they do. You can't determine the popularity of an ad by keeping it hidden on the bottom of the third serp.

Yes, I did notice twice. I saw two of my ads were alone in the premium spot one day but next day when I went back to check, they were back to their usual positions at the bottom of the first page. I can't explain it.

I have noticed this.

As to the other jumping around that you mention - a lot of your competitors may very well be using automated bid software - this will often juggle stuff around as they all refresh.
