According to adwords control panel, my ads are getting shown and clicked, but i can't seem to find them when I search for the keywords. I tried like over 100 times searching for the exact keywords that I am targetting, I just don't see my ad. Why?

The most likely answer is your daily budget isn't enough for you ad to show for all impressions. Is this a high traffic word?
Of course, it could also be that your targeting settings are blocking your area.

I always thought that the pages that carry the ads do so with external javascript.

I am actually blocking my area. But I was using Google.com to search for my keywords instead of using my local google. Does the blocking based on IP or based on which google people search with?
The keywords I am targetting are not really competitive. I am able to get a 1.1 to 2.5 ranking for about $0.4.

Local targeting is done through the user IP address. You'll need to use Google through a proxy w/ an IP being targeted by your campaign in order to see your ads.
