Multiple SItes Bidding on the Same Keywords

Good Afternoon,

We currently have two clients that we manage PPC accounts for on AdWords. The accounts are set up separately, but are for almost identical offers. They currently are both appearing within the same results for the same keywords, with one client paying less than the other. My question is, we would like to get billed less frequently for accounting purposes. I called AdWords and had them change our billing from $500 to $10,000, to lessen the amount of charges on our C.C. I would like to do the same for our other client's site, but I am afraid to connect both of the sites together. Should this be a concern? Can I tell the same rep to also change our other account? Should I start from scratch and hope to get another rep?

While we are on the subject, what is Google's stance on agencies like mine and others that manage PPC campaigns for clients? Since the sites are not ours, could we "officially" manage two sites' campaigns within the same set of keywords? Thanks!

OT:
I am curious, do you feel any ethical concerns having clients competing for the same keywords? Is this disclosed to each client?

If the accounts are owned and funded by the two clients, there isn't a problem. I think I have seen a previous post here where a PPC company who owned the accounts was OK'd by Google to do this. Better to ask adwords support if in doubt.

Note that only one ad for each account can be shown at any given time for the same keywords.
