what is google policy on Ad Text

I have noticed that my adtext for one of my campaigns has been Stolen. It was very successful and then I noticed another ad selling the same widget with almost exactly the same Ad text just has 2-3 words switched around slightly. Should I turn them in, and also Where? I am simewhat worried if I do turn them in they will find out it is me and retaliate somehow. Adwords advisor- how would something like this be handled? I wouldnt be mentioned if they were found stealing creative would I?

We're in the same boat on a couple of our ads where competitors are using almost the exact same text. AWA advice is welcome =)
