How to planning Google Adword

Dear All,

1) I use overture keywords suggestion tools to check the keywords count only.(Count less than 1000)

2) I use 20 to 100 keywords in the ad group.

3) Max. CPC $0.05.

But I want adword context is very important than how to find keywords group. This is traditional advertising problem only.

Would you mind tell me how to Google Adwords before writing?
Any software suggestion?
