When they redeposited money to reopen the account, all the paused campaigns were turned back on. The first time it happened (a few months ago), I thought it was a fluke.
It happened again this week. Seems this is a bug, and if you use a debit card, or credit card and occasionally get the "Update your billing preferences" notification, you need to keep an eye on paused campaigns.
Thanks for posting with it. Would you consider writing to AdWords support too, so that they could look into the account?
If you do write, I'd appreciate it if you would include a note that AdWordsAdvisor asked you to do so, and to please forward the email to the tech team.
