Yesterday, someone started an ad with an almost identical ad copy and bid a high amount, so that my ad has dropped off the top spot, therefore losing a high percentage of my traffic. A ridiculous bid is now required for me to regain the premium spot.

There isn't really a formal channel of that nature, chrisk999.
On a limited basis, however, we can forward your complaint to the advertiser in question. What happnens once they receive your complaint, though, is essentially up to you and that advertiser to work out.
AdWords support can't go beyond the actual forwarding of the complaint.
