Can anyone suggest how I can get one of those pastel coloured banners that appear at the very top of Google search results.

Write an ad with a very good Click though Rate (CTR) and bid enough to be on the top of the list. If U do that from time to time your ad is "elevated" to the top left iso the top right.

That explains it, I tried bidding really high but that didn't help, I will now work on the click through rate.

I think it has more to do with how populer that term is. Sometimes you see 2 and sometimes 1 and sometimes none.
