I'm in dispute with adwords over their continued overdelivery of my ads. I have limit of 40 euros which is often exceeded by 100-200 euros a day. Then the overdelivery is credited back to me.
At first I quite liked this, but now thinking on it, realise that they are letting everyone else do this, and thereby keeping the per click price artificially high. So my click throughs which are as hig as 11-15% cost me a lot of money.
So I am now in dispute with them and am refusing to pay via my credit card. My site is relatively new and still gets the PR grey bar, and this week I have seen the GoogleBot visit - having not seen it for a while - so hopefully Iwill be in the next update.
But do Google issue penalites (PR0 or grey bar) for non payment of adwords?

NO, Google does not mix the 2, adwords and standard serps.
If you have a dispute, then thats between you and the adwords team, not the PHDs who control the standard serps.

No, you won't get any penalty. Adwords has nothing to do with the regular search results, that's by algorithm. Don't worry about it; one has nothing to do with the other, they're separate.
