Great CTR but limited impressions.

Google chooses to show other AdGroups

I have 4 adgroups within my 1 campaign. All have the same "key words" with different creatives.

3 of them have almost a 4% CTR while the last is straggling behind with a .2% CTR. Google chooses to show this straggling adgroup almost 5 times more often than the successful adgroups. Why is this?

I would think that Google would show the more successful adgroups. Am I missing something?

Why not put all keywords in one adgroups and make different ads for that adgroup to see the effectivity.

You can then either select if Adwords needs to do optimization or you can switch optimization off. This is the way I do it all the time.

Are any of the campaigns regional compared to national? This is the only reason I can think of to have the exact same keywords in multiple adgroups.

Better organization is one 'tightly knit theme' per adgroup and then multiple creatives for each group and let adwords do the ad optimization process for you.
