In an Adword ad at the bottom there is a green bar after Interest: ; what does this mean numerically or qualitatively and what is the usefulness of it?
Also, is there any way to determine or approximate what an advertiser paid to be in first position?

The higher the interest bar the higher the Click Though Rate (CTR) of that add is and hence the more it gets clicked.
To find out top bid level go to the traffic estimator for the term you are interested in and "bid" 50$ for that term. The estimator will put U one 1ct higher than the highest bidder (which will be muuch lower than 50 in most cases).
