Someone is using the same display URL (My display URL and actual URL are the same, his are totally different), to make it look like we are the same company.
He also:
a) Domain Spams
b) Keyword Spams
c) Steals Meta Code and Content off my page (copy/paste).
Whats the best action to take? He clearly doesn't care about any ethical trading.

I have one client right now that felt like he HAD to set up an AdWords campaign because one of his competitors purchased a domain that was just slightly different from his and began marketing it on Google. No one can tell the two apart unless you know what you are looking for. His action was just to fight back with a bigger, better, broader AdWords campaign.
On the other hand, I have another client who deliberately uses his competitor's names and products to promote his own. It's one of those situations where if he can, he will. He's only had one AdGroup turned off because of trademark issues but that was a minor issue since he's got so many competitors and he's using them all to move traffic to his own website.
There are ways to hide your meta tags to keep him from stealing those.
He can't steal your AdWords campaign though. Just be creative and come up with as many variations of your terms as you can come up with. (If you aren't already) try taking your most popular terms and setting up match and phrase terms along with your broad terms to increase your CTR's (now you are outsmarting him). Use your stats to check the phrases that are truly bringing traffic to your website and focus your efforts/budget on those phrases.
