Newbie - When do they start?

Hello,

First post here and I'm brand shiny new so, be gentle!

Question though.....I create an AdWords account, set up campaigns, keyword groups etc and give Google my billing info. They say the ads will then begin running....

I'm wondering - will the ads run regardless of my bid level? or will they run for 1,000 impressions before being reviewed?

How does it work with new accounts?

Yes, regardless of your bid level your ads will run straight away. Infact Google "sell" adwords on that basis that you will start seeing results (or at least visitors ;) in 15 minutes or so.
