Google's Newbie Tax

Seems to me once you have an adword account up and running, you don't run into overrunning the 0.05% CTR, but the learning curve has you hitting it 6 - 8 times, which equals $10. Is this Google's newbie tax?

I have been using adwords since it was released and have never had more then a few terms pulled, but they were too broad to begin with.
