Location shown instead of interest bar

I just saw an ad in the following format:

Title
First line
Second line
www.site.com
City, State Abbreviation - City, State Abbreviation

Instead of:

Title
First line
Second line
www.site.com
Interest bar

Is this new?

By the way, all ads on page one don't have an interest bar because that ad is present, but on the second page, the ad is not shown and all ads have an interest bar.

Probably an ad set using the US localization option.
