Same keywords, different campaigns question

I have recently switched from using a couple general high traffic keywords to several hundred very targeted,
low traffic keywords. Results were generally positive (increased traffic, lower cost per click) , but not as good as when I did the same thing with Overture. The only difference was that in overture my ads were also keyword-specific.
So, I decided to to the same thing with google ads - now I have the original campaign with 400 keywords and single generic ad, and another campaign with 400 ad groups - each one containing one ad and one keyword. At this point keywords are duplicated in campaign 1 and 2. The reason I didn't delete the first campaign is the fact that it takes about a week for the new keywords to be reviewed for placement on sponsor sites (this is where I get most traffic from); so I didn't want to lose 1 week worth of traffic.
The question - when I enter any of the keywords in google search, only the generic ad from campaign 1 shows up. My assumption was that ads from campaign 1 and 2 would alternate (kind of what you have when a same kwd has
2 ads associated with it in the same ad group).
Was my assumption wrong, or is there something else going on?

Algebrator, since no one has picked this one up yet, here are a few details. This was also discussed briefly in another recent thread, so you may already have seen some of this.

In the situation you describe, only one ad will show at a time, but the ads will not rotate evenly.

Rather, the system first looks for the ad with the higher CPC. If the CPC is the same in both Ad Groups, then it picks the one with the higher CTR.

In terms of the ads rotating evenly, you may be thinking about multiple ads within one Ad Group. In this case the ads do rotate, starting out in even rotation, then favoring the one with the higher CTR over time.

Or, you can configure it so that it simply rotates evenly, and does not favor the higher CTR. You make this choice in the 'Edit Campaign Settings' page, available from each campaign page in your account.

Originally I posted the problem, because keywords in the 2nd campaign would *never* trigger the ad in google search (I literaly clicked on google search button 100s of times). However, upon closer inspection I noticed that there were some impressions/clicks recorded for the 2nd campaign (just not as many as there were for the first).
So now I am thinking that this might have something to do with caching during my search test (although I have never had this problem before)
