My account is being slowed:

"Your last 1,000 ad impressions on Google did not generate enough clicks to meet our required minimum clickthrough rate (CTR). In response, the system has slowed your account; all ads containing keywords with low CTRs are showing only occasionally."

I understand why this happened. I was a newbie at the time and set some irrelevant/generic keywords.

I have since adjusted my ads and keywords and have seen my search (exluding content sites) CTR rise to 0.78% yesterday and 0.83% today. However, my total including content sites is still at 0.2%.

It seems that content sites have a bad CTR but Google say they wont include these.

My question is why is my account being slowed if I have achieved 0.5% CTR today and yesterday?

Google has moved their CTR rate to 1% recently. This was sometimes in October.
