CTR now more important than CPC?

Is it just me seeing this

I am bidding .37 cents on a certain keyword. One of my affiliates is bidding .05 cents. I have talked with him about his CTR and Bid amount. He has always showed up around the #4 or #5 position, and I am usually #1 or #2.

He does have a higher CTR than I do.

Today, he has been moved up into the premium section above mine. I realize it's all a combination of CTR and CPC.

But, it seems to me that Google is counting CTR higher than ever in their Adwords Algo.

I have seen several changes to Adwords over the last year, and it being easier to "Go North". But, this seems to be a big change.

Anyone else seeing this as of today, or is it just me?

it's back to normal for me now. Guess they are just testing again.
