When do ads show up on content sites?

I'm new to Adwords and started an account two days ago. So far I have an abysmal CTR that I'm trying to remedy by narrowing the keyword focus. Even so, the remaining keywords aren't high volume ones; Google estimates less than a click a day. The keywords are related to [snip]. The site already does well in the regular SERPs but the owner wanted to show up on some of the syndicated sites like MapQuest and Weather.com. It makes sense to me to use Adwords to expand the distribution beyond search, but so far I've seen 0 impressions for "content sites." Does Google not put ads with low CTR on content sites?

I'm not showing up on AOL either. If I have a #1 ad position for a keyword phrase on Google, shouldn't I at least show up on AOL?

You won't show up on the partner sites until your ads have been hand reviewed by the adwords editors.

Is there any time frame for that review? Days? Weeks?

Usually within 24 - 48 hours.

Hmm. I set up the account Monday night and as of Thursday night there are 0 impressions listed for content sites.
