Penalized my account $5.00 charge each time

I started a new campaign and was penalized for not reaching their minimum 1.0% CTR. In the settings it was opt in that I would be showing on all their partner sites but when I looked on their partner sites the ad was not showing. How could I have reached 1% (their minimum) if they only showed the ad on google. Obviously the minimum on Google is 0.5% but I was required to meet the 1% even though I was not showing on their partner sites and I think that was not fair because they charge $5.00 everytime that happens.

They say that your ad needs to be approved before they start showing it on their partners sites. How long does that require does anyone know?

Broad match terms have the 1% CTR rule.

As long as you are confident you have relevant keywords and good ad copy you should try phrase and exact match keywords.

Here's how:
Make 2 copies if your search terms.
Put "" around the terms in one set
Put [] around the terms in the other set.

So from your original
blue widgets
red widgets

you will end up with
"blue widgets"
"red widgets"
[blue widgets]
[red widgets]

These terms have the more lenient 0.5% CTR rule applied.
