I just did a sample search for one of my keywords on the sample version of the upcoming Expanded Broad Matching.
[adwords.google.com...]

Any guesses as to how the data is generated?

Don't know, but from the "coming soon" description:
"analyze...the millions of queries and CLICKS.."
Maybe if a user tries keyword1, doesn't like the results, tries synonym, keyword2, G figures these are related?

my guess:

client A has an ad running
that matches on dollars or donuts

client B creates an ad that matches
on dollars

adwords reaches into the db for
words appearing in same list with
dollars

db returns donuts==dollars, or
more exactly, donuts related to dollars.

adwords suggests donuts be added to dollars.
to client B

adwords revenue increases
because
client a continues to pay
client b pays for more words
client a and b now compete on donuts

why do you think the TOS is careful
to take ownership of the client history?
