2 first Adwords taking the place of Premim Listings?

When will the 2 top Adword listings be placed above the core results (as the premium are, so far)?
I noticed that this happens some times already (and has been already happening for months) but it is not systematical...

I think and hope that the premium listings will just disappear and the natural results will be at the top left, and the Adwords will be at the top right.
I saw a screenshot a while back that led me to believe this might be the case.

My understanding is that if you’re in the #1 or #2 ad position, and no premium advertiser is available for that position, your ad might be shown there. Emphasis on *might*. Maybe you need a CTR above a certain threshold? (just a guess) or how much you've spent? age of account? reward for finding a keyword ebay hasn't bought yet?
