I was a bit disappointed today when Google disallowed my smiley face in one of my Ads on punctualtion grounds.
I don't see the harm in things like this. Everybody wants to make their ad a little bit individual. If Google wants to take a hard line on punctuation, then give us the tools to colour up our ads a little.

I think they have a good policy about this. They want us to make the words and the language draw attention, not the punctuation. When adwords was born, everyone used gimmicks like block letters, repeated words etc. We don't want to get back there.
