AdWords Campaigns and the $5 charge

I know this is probably elementary, but I couldn't find the answer. Please don't blast me, I have low self esteem :)

Martinibuster, if you don't want to give me an answer, I would be glad to be POINTED in the right direction so I can find the answer myself and thus learn for my future. This is not meant to be sarcastic!

    1. If you have many campaigns and one goes below .05 CTR, do you have to pay the $5.
    2. I have one that is below the .05 (and been for a while), but has not been thrown to the wolves. What gives? COuld it be that campaigns that do not have alot of competetion are cut some slack?
    3. When using NEGATIVES in a list of keywords, do you have to put the list under each KWD or does ALL NEGATIVES apply to every word in the group?

1. I think you have to pay $5 if you have to have ads re-enabled three times. I don't know the specifics.

2. Have there been 1000 impressions yet? They say that they only check after 1000 impressions whether or not there have been at least 50 clicks.

3. I believe that all of the negetives apply to all of the keywords in the ad group.

It's 3 times and then you pay the $5. This is only for ads on the Google Network only, not for the content partners. I actually have an add with a 0% CTR still running because it displays on the content partner sites.

Regarding your third question, the negatives apply to everything in the group. You just need them once.
