Tiscali look like the owners as they have been buying up Excite elsewhere, althought there is no official announcement about the UK site at the moment.
It would be nice to see Excite UK return - but I fear it is a bit late! It will need some decent promotion to get back their users.

What is their selling point for this? The SERPs don't look UK filtered to me, so what are they offering that AllTheWeb or Lycos isn't?
I wonder just how much they will be able to deliver. Anyway, good luck to them and let's hope they make a good go of it. :)

Sorry, we can't tell you anything more about this, they said. There's news coming out in the next couple of weeks - you'll have to wait until then. It seems Tiscali doesn't want to say any more in case they spoil their pan-European launch.
