Is is possible to get a .com site listed in Altavista UK? and if so how?

You can either use their Express submission service (which allows you to put a .com in regional search engines) or contact them pointing out that you have a site that is useful to UK searchers. This used to work (about a year ago) by using [uk.altavista.com...] - don't know now that they can charge money for it!

If you do this via their PFP Makemetop, is it not then 'filtered out' anyway by the regional version of AV that is used for the search?
eg. .com in UK AV - which will then return matching SERPS from .co.uk sites first?

It does help if you'e got a .com listed in LS uk. This increases the site's relevancy.
