I've put up a .info site aimed at ROI and used ROI hosting, the proprietors of which assure me that its Irish servers etc that should ensure that my .info site appears on local searches. When I check it out the hosting appears to ultimately resolve to California however the hosts tell me that does not matter because of Irish routers being in place. I'm still in the sandbox so its difficult to check. Can anyone help me out?

Unfortunately a lot of "Irish" hosts are still using US or UK hosting space and the "Irish routers" thing sounds a little dodgy to be honest.
There are plenty of Irish hosting providers with Irish IP space, so maybe you should consider your options.

Your host is very wrong....

if you want your site to show up in .ie search engines you will need a company registered with RIPE and using 'Irish IPs'....all that means is their address with RIPE is seen as in Ireland...

We utilise servers in the ROI but our address is UK so the results appear in UK search engines...

Cheers,
